For NW to SW winds, Day's Inn, directly across the Hampton Roads from Strawberry Banks, is a great launch. It is a very dynamic beach however, being at the end of a spit of land. Storms can remove large volumes of sand from one side and deposit them on the other, turning a sandy beach into a steep rocky, gorge-like launch and then back to the sandy beach later.
On a chilly SW afternoon I caught Robert Netsch, Dave Kashy, and Derek Elkins in this classic pose, putting up the usual wind indicators.
